I'm 90% sure the directors confirmed her hair wouldn't grow anymore. Like it or leave it, that's Rapunzel's permanent haircut (unless she trims it any shorter).

I still pretend like she cuts it short because she likes it that way after so many years long.

In my world she still has the ability to grow it long. ;)
